I'm moving from JO to xcel this coming season, and I wanted to have some knowledge of skills and requirements, especially since this is my gym's first year of competing xcel. I have no "GCM" intentions, I just want some ideas of skills I could perform and uptrain.

You can purchase the Xcel COP, but only if you want to. There are plenty of FREE ways to get the same info:

This will tell you what is required for the different Xcel divisions.

ETA, you need to change your flag to prevent confusion... it says that you are in the UK... where they don't have JO or Xcel.
 
If it weren't ethical it wouldn't be readily available to the public. My DD owns the xcel code and it was pretty helpful this past season. Of course, her coach didn't own a copy, so it was helpful for a few of the girls. If you want it, there is no reason not to have it. As previously stated, however, almost all of the info can be found for free online in bits if you search it out.

Your post didn't make a huge amount of sense... Are you sure you're in the uk? And that you're a gymnast? And that you're over 14?
