There is a BUCS championships which allows gymnasts of all levels to compete. (Just google BUCS gymnastics). More universities than I realise have gymnastics clubs, but for fun. There is no major competitive scene like there is in the US.

Our problem is that in a gym session from 4.30 to 8.30 our gymnasts are allowed water only - no snacks. So you need fuel in the car journey from school to gym - but not so much that it feels heavy when you start with a long cardio session. By 8.30 you get a very hungry gymnast however you plan it.
I'd advise a reminder at the top that NOTHING you share online is private. Even private conversations can be screenshotted and shared. But I do like the idea that people would have to at least make a little more effort to join the site to stalk me!

The next oldest gymnast in my daughter's squad is 3 school years below her. She really appreciates when the one girl older than her is there, but there are lots of bonuses to having friends of all ages.

If they know she wants more and they can't offer it to her then they may simply be happy for her. If not, then that is their problem and not yours. I hope a trial session makes it obvious either way for your family.
With a broad shouldered gymnast that is currently struggling to find a single leotard that fits her shape, I'd be all in favour of tight sports tops to train in. Shorts and crop tops are not allowed here - probably for a variety of reasons, but I certainly wouldn't want to spot slippery sweaty...
She will have a coach she is happy with. She will be training for artistic gymnastics. The coach will presumably put her in for whichever grade is the most appropriate (the age really doesn't matter for regional grades). I can't see a downside.
