Circle up help!?

I can't remember what it's called when you hang from the bar and bring your feet over to have your hips on the bar but I can't do it! I get my feet to the bar and then I can't push any further! How can I learn to do it!?
 
Bend arms and do a pullup at the same time.

Practice leg lifts where you pull toes to bar then straighten out till a candlestick/cradle with thighs to bar.
 
it takes a lot of strength, especially at your age, its fine for the idy-bidys to chuck themselves round the bars but its more difficult the older you get. You need to be able to do chin ups to increase your strength - if don't already get a chin up bar for home - Asda do them for £6 I think, and practice chins
