You are wrong about the levels. Gymnasts here train level 1-10. I don't think the levels directly translate between AUS and USA but they are similar. Some people are lucky enough to train at state institutions, but not every person competing at a high level does this.

Thanks! It must be Canada I'm thinking about with less levels. I wasn't sure which is why I asked. I know most gymnasts don't train at their state institutes, but I was under the impression those on the elite track close to reaching elite do.
 
Quite a few of them would be training at an institute but many wouldn't. In the Australian Capital Territory we don't even have a state institute.
