I think it would be a .5 deduction.

That first rule chart is for bronze Xcel not usaigc. I do not coach or judge usaigc, but my interpretation after reading the rules is that it would be allowed.
 
Did they get a deduction?

None of the girls that I competed with got a deduction for competing an aerial.(It was the 2014 season.) I believe, but I'm not sure, that an aerial is a "b" skill. I'm pretty sure that you are allowed to compete a certain number of "b" skills, but they are still valued as "a" skills. This is all from what my coaches found out throughout the season, so I am not positive about any of it. Hope that made some sense!;)
