Is a USAG Level 7 gymnast allowed to perform a handstand half turn (half pirouette) on the low bar as part of their routine?

Yes, a cast handstand 1/2 turn is one of the allowable "c"s for level 7

Thanks for your reply. So, does it get downgraded and count as a "B"? Can you also do a clear hip HS + 2 giants to lay fly in the same routine?

Yes, it will be downgraded and count as a B and yes, she can also perform a clear hip handstand in the routine( there is no limit to the number of allowable c's in a routine)
