She sure can. Daughter recently took out second giant. Old gym said it was required. Who's right?

It is not required but if she doesn't hit handstand on the second (HB) cast handstand, she will be missing a B and will lose 0.3 from her start value. The second giant gives the cushion of an extra B skill in case of a bad cast day.
