WAG New Routines and Xcel Program

I am relatively new to WAG. I have a MAG competitor....Night and Day!!

Once the routines change, is USAG trying to eliminate the need for Xcel? Or will this still be part of track B (if you will)? I fugure that with the added L6 L7 L8 it gives more room for girls to be part of the JO program. Am I right?

My DD finished L3, training L4-L5 skills. Next season L3-L4. We only do JO and do not use the Prep Novice etc... Our gym uses Prep Op only if girls are not quite ready for 7 in spring season after fall season L6. Is this different than Xcel?
 
It looks like USAG is trying to fill the gap between L6 and L7, where many girls jump to Xcel for a year because they are not ready for L7. So, instead of making three girls jump out of JO for a season, they have created a more flexible system with what appears to be 1/2 levels compared to what we have now. I don't think they are trying to get rid of Xcel. This program serves a very important function and keeps many more girls in gymnastics who otherwise would have been pushed out (or never allowed to enter).
