I have a Level 9 4’ 10” daughter and her coach has her doing her bar routine at the same bar setting as all the other girls who are 4-8 inches taller. She can’t get to handstand and her coach now has her doing a giant on low bar after her shootover because she has too much power coming from high bar. Wouldn’t it be beneficial to change it to a closer setting for her? She has always been strong on bars and this seems to be setting her back. Am I missing something?

Depending on how many sets of bars the gym has, it can be a real pain to have different girls on different settings. This also will affect the warm ups in meets, where you don't have much time to start with. In an ideal world? Yes, closer may be better but then again if she is over shooting it because of to much power, closer may be worse. She likely just needs to find her correct timing on release and slow down her swing on the high bar

Impossible to say, many factors are involved in these things. Only the coach knows.

These three women all swing bars on the same setting. It's not all about height. Many, many factors like coachp said.
