Use of Both Vaults?

I noticed in this video of the 2001 US National finals, in the background [especially at 32 seconds] you can see that there are both types of vaults, the old one and the new one. Were the gymnasts given the option to compete whichever type of vault they wanted? I know that in 2001 the type of vault used was switched, so I was wondering why there were both types. I don't know for sure but looking at the videos on youtube, the second vault wasn't set up while the seniors were competing. Guessing Krystal was a junior that year, I'm thinking the Seniors had to use the new table but the juniors had their choice. You can clearly see it set up when Krystal competes vault (she used the table) but the horse isn't there in the videos of tasha etc, the extra runway and spring board there there though LOL but not the horse.

It was a transition after the 2000 olympics when the horse changed to the table. They expected more of the srs. at that time, and gave the jrs a little more time to transition.:D
