JO Nationals takes the top 8 (I think) lvl 10 athletes ineach age group (established by USAG) from each regional competition. JO NIT was put in place a few years ago to give the athletes in the next couple of places (beyond the top 8) from each region to compete at the National level.

Top 7 from each region in each age group qualify to JO Nationals and places 8-9 qualify to the NIT. But, with some 8th/9th place kids being invited to compete at JOs for another region or being used as alternates, or because some regions don't have 9 girls in all age groups, some girls who place below 9th at their regional meet will be asked to compete at the NIT. USAG requires at least 24 girls per age group at the NIT, so they make adjustments to get to that number.
