Hi- does anyone know if it is a USAG requirement for a gymnast who just finished level
3 to "test out" of level 4 before they advance to level Xcel Gold?
 
not nationally but your individual region/state may require it. Or your gym may require it. Before region 8 adopted the national news, gymnasts had to test out of old L5 before competing gold.
