level 8 tumbling

Are three tumbling passes needed in a L8 and/or L9 floor routine? I believe there needs to be three saltos with two being in the same pass. So can all requirements be met in two passes. My daughter is having some trouble with endurance.
 
There are plenty of 8s that do 2. If you can get all the requirements in and have two or more B saltos, I think that's fine. At level 9 you can get away with two too. One of my dd's friends does fhs, flo, front pike and 1.5 front pike. She scores in the low nines and was made it to western nationals, where she did fairly well. It is more common to have a third pass for 9 even if it's just a full. I was at the score table for the meet we host for a level 9 session once and I know that the judges took .1 for only having two passes. I suppose that's not a lot, most gymnastics are going to take at least a .1 on any tumbling pass anyway. I'd be interested to see what judges think about this though.
