My daughter just competed level 5 and she is training skills up to 3 levels ahead depending on the apparatus.
 
I think it's common to train 2-3 levels ahead where the gymmie can do it. Just because they can do a skill doesn't mean it's competition ready, by any means, so it's not immediately a case of sandbagging. Also, where you have to be consistent and competition ready across all four apparatus, it's not unusual to have a child who is ready on 2-3 events to move up but has 1-2 events lagging behind.
 
To add...... Its more common in compulsories to see this, especially if people are counting L6 as a level.

The gap between each level in Optionals is pretty big. It gets bigger as the levels go up. I'd say DD would have been ok competing L8 bars & beam, but was not ready on floor or vault (for our gyms standards).
 
Depends on the child and program. but I would say pretty standard to work at least one level up, so long as they have the existing level solid.
