They should be communicating levels in the next 2-3 weeks. We start competing in November. That gives them enough time to learn and/or perfect their routines before the season starts. That's for compulsories, at least.
Optionals seemed to know their plan at the beginning of the summer, but also there are back-up plans in place (i.e. training level 7 but prepared to go level 6 if x or y skill isn't where they want it.)
I've never seen anyone move up mid-season at our gym so I don't know if they do that or not. They do score out (4/5) or skip (3/6) when it makes sense for the gymnast.
