Yes a cast to handstand is a B. Anything below the 20 degrees is nothing. Not even an A. So in level 7 when they only need 2 B's in addition to 2 circling skills, the cast to handstand doesn't matter as much because they're probably getting their B's somewhere else. But in level 8 and up when 4 B's are required, if they don't get within 20 degrees and they are relying on that handstand to be one of their B's then they will get .3 off their start value for missing a B. Unless they have 4 other skills that are B's of course.
 
I noticed the bars technique chart says no value part is awarded for casts that are not within 20 degrees of verticle. Does this mean that a cast below that level wouldn't be counted as a skill at all? So, if you don't hit handstand (or within 20 degrees) at every opportunity, you could be missing requirements? Or, am I totally misreading the chart?

Also, is a cast handstand still a B skill?
