WAG Xcel/Prep-Op Rules - Information?

Hello, anyone know where I can find rules and regulations for xcel/prep-op?
I live in Kentucky, not sure what they have here.....

Also, where can I find the values of skills, such as which skills are 'A', 'B's etc...

Just curious!

Allowable: Run Out Kip

Is this when you are hanging from the lowbar and basically run underneath it and kip up??
