WAG Question about New Level 5

My DD competed most of last season in AAU at old level 4. She did compete in one USAG meet at old level 4 where she scored a 35.7. Does she have to score out of new level 4 this season before she can compete at new level 5 (USAG)?
 
That is what I thought too based on a chart I read at the end of last season. Her coach thinks she doesn't have to so now I am confused. She has a wonderful coach, but my DD is the first compulsory gymnast he has had in a few years and I'm not sure he is correct. Then tonight I found this on the USAG site after a google search:

"There are no minimum scores to advance to Level 5, only the Level 4 proficiency requirements as stated in the chart on page 19."

Could this be old info?
