layouts and fulls in floor routine

in a L7 floor routine, does a full fulfill the same requirement as the layout? i know they have the same value but im asking if a girl can do a full and skip the layout. at our meet, one of the coaches told the girls to a full as the first pass and a tuck for the last. i always thought that a layout had to be in the routine somewhere but i could be wrong^^
 
On page 225 of the JO code of points under the level 7 section:
1. One Acrobatic series (3 or more flight elements) which includes a Backward Salto stretched to two feet (Back Layout)
a. A Back salto stretched with 1/1 (360) twist does not fulfill this requirement.
