New York State level 7 states awards???

Can someone explain this to me? The awards go out different percentages per age group. Is this normal?
8 year olds 100%
9 year olds 50%
10 year olds 34%
11- not up yet
12 year olds 24%
13 year olds 29%
14 not up yet

It has to be because of the numbers... if I am reading this page right, there are very few 8, 9, 15 and 16 year olds and much higher numbers in the other age groups. I think a lot of meets just place out to a certain number across the board if all the age groups are relatively even... but these are so unbalanced.

At the L7 States here, they broke out the age groups much differently. The youngest group would have included all of the 8 and 9 year olds as well as girls up to about 10 1/2 years. All of the age groups up from that were like 6-9 month ranges ending up with 12 age groups that were close in numbers and not just by the straight up age.

The website shows only two 8 yo and ten 9 yo. So like sharks says it is a matter of numbers. It is difficult to make a general percentage across the board. I don't know what formula they are using to make the determination on what percentage gets an award. But with (2) 8 yo, (10) 9 yo, (41) 10 yo, (71) 11 yo, it does present a problem.
