Upon landing on the flatback (for L3 vault) is there a deduction if the arms or feet are up in the hollow position, or does the whole body need to be FLAT on the mat?

They need to return to a straight laying position to avoid deduction per the book. There is a specific deduction for not finishing in a straight laying position, but of course even if they land on their bottom and then return to the straight laying position, they will avoid the specific deductions but get body position deductions, etc whatever caused them to land like that.
