Parents Your gym's requirements for moving up a level

Our gym seems to do it based on what is best for each child and what they can compete safely. Some kids freak out if they don't medal in a meet, others don't care if they scratch an event as long as they are learning upgraded skills. Each child is different and their gymnastics journeys are as well.
 
Our gym has recently tried to implement guidelines for moving up but they keep changing them so that has been frustrating for the parents. Right now in order to move up they have to score 35.5 at two meets to train the next level. Then by the first meet of the season (1 season per year here) they have to have all the skills and qualify for states that first meet (AA score of 33.0). We just did our first meet and 17 of our girls (including HC's DD) didn't get a 33.0 so they are giving the girls another month and another meet. Ultimately it's HC's decision though and that's what worries some of the parents since HC doesn't really explain anything or communicate very well (she's a very good coach but not good with the parents). This is the first year it's really being implemented. I think it's better than the past where we lost gymnasts because they weren't allowed to move up and one went on to be state champion at the level HC wouldn't let them compete at!
